1991 cutless ciera accelerator problem

I have a 1991 cutless ciera that will accerate on it's on and other times just stall out. I checked the linkages and everything seems to be fine. It's almost like an automatic choke kicks in and the engine doesn't want to idle down. Very thankful for any help figuring this problem out.

Clean the throttle body, remove and clean the IAC, disconnect battery and let the pcm relearn idle settings.
