Rpm's High

93 PA: It seems that sometimes when I first start the car, the rpm's are running at or near 1000/1500. Sometimes it goes down to around 700/800 sometimes no. Also if it starts outs around 800 and I go at least 65 mph to 75 mps the rpms seem to stick back up around the 1000/1500 range. What could be casuing this ?
