intake, exhaust, heads, cam, tuning, supercharger or turbocharger, nitrous...
but if you want to make your car faster without adding power... gears, weight reduction, suspension...

I'd do intake and exhaust completely, if you use magnaflow and K&N I don't think it'll be much more than a thousand, but I could be wrong. Left over money would be well-spent on new gears, I can't recommend a specific one, but shop around for the perfect gears.
You could also go on a diet, and keep your tank between a quarter and half full (it's not good to run on empty, but filling all the way adds a lot of weight.) You coulda even take out your spare tire and jack and all, but I wouldn't recommend it unless it was a one time thing at a track.
The latter suggestions are a pain in the ass and they won't gain you much, but you said you were modding cheap... and those are free!

2,000 not bad.
Intake, Headers, Exhaust, Programming the ECU should rack up a good 1,000 and the ECU is i think 300-500 i could be wrong. Maybe get some junkyard 3.73 posi's and you'll be rolling good

are you doing the work yourself as far as engine modifications? If so you might consider a cam and larger aluminum rockers. That and a larger throttle body. Headers are a plus and a muffler. After all that have it tuned and have them adjust your tranny for firmer shifts.

Best 'bang for your buck' is N2O. So if it truly is a healthy LT1 with low miles then I would let it breath a little better on the exhaust side and then send some juice in it. This gives good results and leaves you in budget. Also lots of room for improvement for the following winter if you want. Here is what I would do:
Full exhaust: Pacesetter LTs w/ catted Y pipe - $600-$800
Nice wet N2O shot - $1200 for a good kit (look around)
Final result - mid 12s with room for improvement

PS: Throw a cutout on your stock catback at the "I" pipe and you don't even have to get a catback (assuming you don't already have one). It will cost around $100 installed if you can't weld (including price of cutout). I recommend an electric one though if you got the extra cash (cost you about another $100 installed)

Just be careful about cutouts on a daily driver. If this is something that requires an emissions test to keep tags on, most states will fail the car if there is a cutout installed. Check your local laws first.
Also, as for N2O - a 100 hp kit will require no real mods to the engine, aside from installation of the kit. If you're going to put a larger nitrous system on it than that, you will have to run forged pistons and beef up the bottom end or you're going to break the engine.

yeah NOS is a bad idea..it will weaken ur engine fast and it gets expensive refilling the bottle. lol save another grand and grab a procharger.(45 to 65 percent increase in power )

Seriously???
Nitrous will not wear down a motor. Unless you are off on your tune and use it daily.
Supercharger only $1000 more??? Doubt it.
Supercharger for my car = $5400 (not installed)
Nitrous kit with 150HP jets = $900 (not installed)

I wouldn't say that much on a S/C kit. You can get a twin intercooled procharger (p-1sc) that will do 6#s for 2400 (not installed).
N20 is definatly your best bang for buck and its safe as can be if installed and tuned the right way. No worse then running boost.

If I could get a ProCharger for that price I would already have it.
Believe me, I have priced out damn near everything I can/could do to my car.

You're right. I was looking at the wrong thing.
