Check engine light

Is there any way to check the codes from a check engine light with out having a scanner?? I know the older camaros and stuff, you can jump the aldl with a paper clip.

Also my 99 z71 has a rough idle. Well at first it was really bad untill i changed the fuel pressure regulator now at idle it seems like its idleing to low. Its almost like its surging. Its not alot but enough to feel it in the cab.

You have to use a scanner after 96, autozone will read the codes for free.
