Boost leak or not?

Once in awhile at low rpm's(lets say 2300) my car will be boosting at like 9/10 psi and it feels like I almost have an exhaust or boost leak. When it does this the car is barely moving. My mbc is set at 13psi. All my clamps seem tight and I looked at my exhaust and I dont see any black sought(sp?) showing any kind of leak. I didn't run a boost leak test yet but I'm wondering is it defianly a boost leak? Could it be a bad wastegate or anything else I wouldnt expect. If I floor it ..usually pulls good to 13psi and feels good. It seems like just when im cruising at low rpm's it is worse. Like I should probably be at 0psi(in these low rpm's) and the car is showing 9psi and you feel it lagging back and forth a bit(the turbo spool is loud too & the bov). Anyone have an opinions, I'd like to hear them. Yes I know i should run a boost leak test, I do plan too soon. Just hard to find time b/c of college, sports, and work etc. Thanks for any help.

There is no way to diagnose this over the internet. And even with the car in front of me, there is no way to tell if there is a boost leak without a boost leak test. :) But unless I'm reading your post wrong, I'm not sure how having more boost than you think it should would be a symptom of a boost leak, usually it would be the other way around, and even then only on small turbos and massive leaks.

Yea I was thinking it was the other way around too. I wonder if an exhaust leak would do this or does that act just like a boost leak? I will try and test it when I can, but it stinks b/c of gas mileage too! Thanks for the help Kevin.
