Speedometer does not work

I can't seem to figure out what is wrong with it:
95 Cabrio with 114Kmiles, Speed inducator and Engine RPM is not working, sometimes it comes on but most often it does not. Odometer/miles count works just fine and FUEL/TEMP work as well.
ASLO: I believe I may have an Ignition problem, sometimes it starts and some times it does not, I hot wired the Starter at ignition switch and starter works just fine when I touch wires together... Any help???

hack job with the wires lol.. why didnt you just replace the ignition switch?

The Hot wire was to figure out what was really going on... After reading infor on this site I changed the Ign switch and car starts up everytime.. but the Problem with Speedometer reading was not resolved, it used to happen way before starter issue came up.. any ideas how to fix that problem?

so the whole cluster needs to be change.. thank you... but what can I do about the miles reading, if i replace a cluster it won't have same miles as my car, is there a computer or something that I can buy to change reading of odometer to reflect the True miles of car? thank you for your help

I found our that a dealer can change the Odometer Reading. I changed the Cluster and took it to a Car Dealer friend that I have and he in return took it to VW dealer and they changed the reading. They will only do that if they have done the job them self. but I got some connections with that dealer.
