Tilt column repair help

I have a 91 S-10 that had a loose tilt column. I did a search to find out what info I could and it helped in the repair.

Here is my dilema, when I removed the cover that houses the turn signal lever, this thin plastic insulator or what it may be popped out with the cover that holds the slide buton for the high beams (I had already unscrewed the tilt lever).

I tightened up the 2 extremely loose bolts, that keep the tilt section tight, and put the plastic cover on where the tilt lever goes, and got the slide button correctly engaged on the metal rod that activates the high beam. For the life of me I can't figure out where the plastic insulator goes back in place. Has anyone else done this job? I had to button everthing back up to use the truck. Everything works perfect even without this piece. Any help would be appreciated.

Here is a pic of the column with the cover that holds the high beam slide actuator in place. I thought the insulator might go there, but it doesn't seem to fit anywhere.
