Electrical Issues - Headlights insane

Recently, my Headlights decided that they were going to quit then come back on....They fade about every 10 seconds at night time, possibly day time. When this happens, the DIC reads the voltage at around 13.2 instead of the regular 14.7, then shoots back up. Also, I change the 10A fuse for the interior lights once a week becuase it keeps blowing out.
Are these issues related, and is there a fix for this problem?

Hey, let me know how it works out. I'm starting to have the same symptoms. I mostly notice that it happens when the fogs are on. I haven't blown any fuses yet, but I may in the future. I was thinking about replacing the alternator with a higher amperage one. I found a 125AMP for about 199 dollars. By the way, before I did that, I would replace the serpentine belt. (slippage, or maybe a streched belt?) You can get a premium belt for around 35 bucks. It's much cheaper than doing the alternator, which is friggin hard to get to if you can't raise the car....Who designed this damn thing? I've got 45K on my 02.

I don't drive with the fog lights on, but it only does it sometimes. I wonder if it is just the alternator going bad, or the belt, I dunno, I'll let you know after I change the belt. Would this even cause the interior light fuse to blow every four or so days, or is that another unrrelated issue? That fuse is the only one that blows.

I checked the belt tension and watched it run for about half an hour. The tensioner pully and the belt were fine - no slippage. Also, I am blowing an interior light fuse once every two or three days. I wonder if this is a short, but it doesn't happen when I'm driving the car. As far as these issues being related, does anyone have any input? This is really starting to **** me off, and I really don't want to pay the dealership $45/hr to diagnose the electrical problem. Any help would be greatly appreciated. Thanks
