Windows wont move

98 Acheiva with power windows. None of the windows will go up or down using any of the switches. I swapped the PWR WINDOW circuit breaker, but that didn't do the trick. I didn't see a fuse or other relay for the power windows, did I just miss it? Or would a different problem cause this?
