94 Civic Speedometer Problem

New here, my apolgies if this has been answered before but, I have a 1994 Civic DX Hatchback that has a speedometer that sometimes bounces and sometimes doesn't work at all. The VSS has been replaced but, I'm still having the same problems. Has anyone had this problem before? If so, how did you correct it? Thanking in advance.

that and you may have a short in the wire on the VSS. i know my tach did that before i redid the connection and cleaned it up, sealed it. it was mainly on startup or shutting the car off, which is when there are random spikes in electricity.

I have the same problem on my 95. I also replaced the sensor to no avail. The guy I got the sensor from said the actual speedometer gage goes bad very often. Can anyone help us out.
PS how does the instrument panel come out, besides the 2 screws?
