Cavalier 98 ignition

I bought a 98 cavalier few weeks ago. It works well but I noticed something weird happening. About every three times I try to turn the engine on, when I turn the key for ignition, it turns completely and nothing happens. I somehow found a solution to solve this problem, which is randomly turning the steering wheel, braking and switching gears. Then I try to ignite again and I works. I guess this may be linked to the anti theft system, but could someone tell me what I am EXACTLY supposed to do instead of randomly moving every control in the car.
