The blower only works on high. I've changed out the blower relay, the one in the car and under the hood. What else might it be???
Thanks for any help

Perform a 'Search in this Forum' for 'blower resistor' and that should steer you in the right direction.

My mom had the same problem in her 2002 Taurus. I ended up replacing the blower motor. A esay way to find out if it is the blower (this is what I did), set the blower to the lowest setting possible, then turn the A/C on. If you can hear the the A/C kick on, then its the blower motor, and it needs to be replaced. Hope this helps...

There is a resistor behind the radio. It is about $15 and very easy to replace. 9 out of 10 times when blower only works on High that is the problem.

The blower motor resistor is just that. It resists current to the blower motor, so you can have a various amount of speeds. When the resistor quits working, you only have one speed, High, no resistance.
It is located under the dash on the passenger side behind the black cover. It's right next to the blower motor on the evaporator housing. It is held in by two 8mm bolts.
It wouldn't be the blower motor, 'cause either it works or it doesn't.
