95 mtx contour won't go; throttle cable or traction control?

95 contour manual(mtx), 2.5l ... Won't go over 5 MPH ???

I tried adjusting throttle cables and as soon as you pull out for drive it will not go over 5 miles an hour... checked cables again and same results insued.
It's like the cable is stretching and the pedle will not open the throttle body... It works fine for about a minute and then repeats the same problem (won't go again).
I am very puzzled as the cable should have completely broken into by now (adjusted it 5-6 times) if it were stretching.

Could the Traction control be the underlying issue? What is it and where is it located? (right front corner, cables connect to it?)

Is there anyone who has had this problem and found the fix for it?

I have a clymer manual but diagnosing the problem seems to ellude me.


also, if traction contol is the issue can it be bypassed safely?

Yes, it revs fine at first until you try drive the car... then the pedel will not open throttle body fully and the car will only go about 5 mph; it acts like the cable is slipping out of adjustment or something but only after you try to drive the car... ???. The adjusters are in pretty good shape too. That is why I was wondering about the box in the front right corner where the two cable meet and connect to the... traction control? (or whatever that thing is ??). could this box be causing the cables to pull out of adjustment?

I just don't know why it is doing this?
