Changed Fuel pump relay not working?

I changed the fuel pump relay and still nothing. All the terminals seem to be doing what they are suppose to but the fuel pump is still not coing on it works when I jump terminals. Very Baffled?????????

Just how are you troubleshooting this problem? Do you have a wiring diagram for the circuit and are you using a multimeter? Still sounds like the fuel pump relay is not energizing.
