Help!!! 1994 LeSabre wont stay runing/hard starts

my friend has a 1994 LeSabre with the L27 3800 NA, it has a startin/runing problem. You turn the key and it cranks but wont start. you have to pump the petal like a carb and then it starts but you have to keep pumping it or it stalls. Also when you turn the key to accessories I dont hear the fuel pump prime/start. Im thinking it might be a cloged fuel filter or a bad fuel pump relay. Does anyone know where the fuel pump relay is? I know they are on the firewall but not sure what one is the fuel pump, any suggested would be great, thanks...

Actually, the fuel pump relay is under the dash on the passenger side, as shown below; Also, check the TPS (throttle position sensor)
