89 s10 blazer not starting

This issue has been a pain of mine for some time now. Any help would be greatly appreciated.
The vehicle showed no signs of malfunction prior to not being able to start. It sat for one week without being turned over, and hasn't been able to start since then. During that week the temperature went from below freezing to above freezing. It sounds like it wants to start but never does. Appling throttle gets it closer but still doesn’t start. It goes through waves of almost starting to just turning over (more apparent at full throttle). Fuel is spraying into throttle body. Starting fluid has little to no effect. Computer kicks out the diagnostic code of 12, its OBD 1. All spark plugs fire good at regular intervals.
I have changed/checked the following
Distributor cap and rotor, ignition module, ignition coil, ignition wires, sparkplugs, distributor to camshaft timing, camshaft to crankshaft timing, timing chain, fuel pump, fuel filter,

clean throttle body, check vacuum hoses, do you have good spark?, if starting fluid wont do it than you apparently have weak to no spark.
okay i went back and read that you do have good spark. do you have 9 to 14psi (fuel)? that really makes no since. if you have good spark the starting fluid should have been ignited, but you said no effect.
when checking the timming, did you adjust it without unhooking the advance wire in the cab? if so it needs to be readjusted. if you dont unhook that wire its actually 4 to 8 degrees off.

Hows your battery voltage? You mentioned it had been below freezing and you might be loosing voltage to the ECM while cranking.

Your engine is flooding.
There is likely water in the gasoline. Go get some water remover and try it.
Also remove your plugs and dry them off. I'll bet dollars to donuts it's just condensation.

How many volts does the ECM need to operate? I’ve tried starting it off of two fully charged batteries with no effect. My starter is probably drawing more apps then it should, but that’s a result of long cranking due to not starting not the reason it wont start. I also tried to start it with the fuel injectors disconnected and using starting fluid, with no effect.
What is the possibility of my ECM being shot? And is there a way to check the ECM for proper operation?

replace the plugs first if its flooded disconecting the ingector isnt going to do it I know went through it with my moms blazer.
