Guage cluster/electronics problems

All right I've been having some problems with my '99 Stratus. It is having electrical problems still and I'm not having any luck in finding the source. Sometimes I'll get a message on the odometer saying no buS and the airbag light remains on. Other times I get amsolutely NOTHING on the gauge cluster (No gauges either way) and when the car is having these issues the auto locks aren't working at all (Either with the switch or when you drive). The wipers are another one that doesn't work both times. Anyone have any ideas? I'm at a loss here.

All right a little more research has said it's the CCD bus. What the HEX is the CCD bus why is it intermitently working and how do I test/fix it? The Haynes manual simply says to take it to a qualified dealer. Anyone out there able to help??
