alot of people i know run the tockio illuminas for a few reasons. First is that the damping rates match civic's pretty good. And the other is unlike koni's where you just have to guess turn a knob, the tockios have set positions when you change your handling (1 thru 5) its not that big a deal but it helps alot hehe.
As for coilovers I think the best bang for buck is the ground controls. However if you have the cash get the progress coilover system its crazy!!!

We all have our thoughts here-as for me it is Koni and nothing else as to shocks. They are fully rebuildable and can be modified if need be in Hebron, Ky. As to coilovers-my 96HB rides with Skunk2 coilovers and the 99 Prelude is on Neuspeed Sport springs. The CRX will be on Skunk2's rated at 400f/500r.
There are a number of people who prefer the Ground Control sleeves, the springs themselves are the same from Eibach, you can select rates as I did from both companies. If you only plan on a lowering/no race project the Neuspeed Sport springs are an excellent choice with the Eibach Prokits a close second.

It all depends on your goals. Ground Control's are good. Some people say that they aren't stiff enough. But generally they are looking for a suspension system for autocrossing. GC's with Koni Yellows have been said to be very harsh. GC's with Tokico Blues are a good choice for lowering the car while maintaining a nice ride. GC's with Tokico Illuminas are more for autocrossing. The dampening adjustability of the Illuminas is better suited for that. Skunk2's are a stiffer coilover. A better coilover for autocrossing. But they are very stiff and have a tendency to give a bouncy ride. Arospeed coilovers are a cheaper coilover. I have heard that the ride is alright. But I have also been told to stay away from them. As for Matrix coilovers, don't get them at all. They suck. Bilstein shocks are good. I don't know much about them, but I have always heard good thing about them. And KYB's are just shitty, don't waste your money on them.
