flasher on 96 eddie bauer explorer

My turn signals dont work. Checked the fuse and bulbs, nothing wrong on that part. Hubby thinks its the flasher but cant find it. Please help. Thanks

The flasher is under the dash on driver side,atached to the steering bar,its a black box.
The flasher is the bigger thingy in there.
