1995 bonnieville struts

my car has begun to make a binging noise in the driver side strut, it seems to be somthing ( a plastic ring??)at the top if the strut that hesitates or hangs up shen turing the steering wheel., my partner said spray some wd 40 on it it stop for a while but is came back. any suggestions on how to stop tjhe noise? and is it that serious of a problem??

also how hard is it to change the brake pads on the 1995 bonnie ?

Upper bearing could be bad for the strut noise, changing pads is not hard, try to get a manual of some kind if this is a first time,.
