bright headlight operation

My daughter just bought a 1994 Ford Aspire and we can't figure out how to switch to the bright headlights. I called a local dealer and he said to pull the left lever towards you, but it only flashes, (won't stay there) like to notify other drivers that their brights are on. We couldn't find a switch on the floorboard or a way to switch it on the lever itself by turning it. Thanks for any suggestions and help

Pulling on that lever is to " flash to pass "
Pushing the lever away from you will turn on the highbeams.
