Electric Locks

I have a 1997 Chev Venture with 155K.
During city driving the rlectric locks will try to engage (click).
This does not happen "all" of the time.
However, when it does it can occur very rapidly. 15 to 20 times in a 5 minute period.
Doesn't seem to have a problem on the highway.
