Hand Brake cable

I think the hand brake cable is seizing up on my gf's escort (97 2.0). It makes very loud groaning noises when activated, and then the rear brakes stick for a bit before the wheels turn freely. I changed over her back brakes last year and cleaned/greased everything up, so i doubt that is the cause.

Im wondering how much is a replacement cable, and is the installation a DIY job ?
