camry 1988 wont start? just turns over

hi there, thanks for your input, i have a camry 1988 sv21 engine , it wont fire up it cramks oner i changed the ecm module,but still wont spark over it has a very low spark on the plugs...

Take off the distributor cap. Have someone watch the rotor while the engine turns over. If the rotor doesn't move the timing belt is broken.

THANKS FOR YOUR TIP .I HAVE ALREADY CHECKED THAT HINT, I APRICIATE YOUR HELP, THE TIMING BELT IS OK, THE ROTOR IS OK ITS A NEW ROTOR BUTTON, WHAT IT DOES IT JUST CRANKS OVER AND NO NOT FIRING, THERE IS A SMALL SPARK ON THE 4 SPARK PLUGS , ...I AM LOST ITS A TRICKY ONE

Check the coil. These generation 2 Camrys have a history of defective coils. They develop a hairline crack over time and short themselves to anything metal inside the distributor.
