Passing Inspection

Well, I really want to drive my Celica around, but we fear that the tires need to be replaced before it can pass inspection. I'm trying to get confirmation on whether they really NEED to be replaced in order to pass inspection. The tires have dry-rotted after sitting in the yard a few years waiting for me to become of age lol. Here is a pic of one of the tires:

All the tires have this around them, but the tread is pretty good. What do you guys think? Or would you like pics of the tread as well?

I'd replace them for your safety, whether or not the safety inspection will accept them

Will do, I'll wait 2 more weeks until the money to buy new tires is accumulated. Thanks guys, good lookin out :).
