Plymouth Laser Turbo, will not start

I have a 2L 16 valve Laser Turbo. I changed all the belts and idlers including the timing belt. Put it all back together and she ran like a top for about 5000 miles. I went to a friends house and visited for about half an hour. When I came back out and got in she wouldn't start, engine seems to turn over real slow. It has a new battery in plus I hooked up my other car to it and she still turned over real heavy. I thought that it may be the starter dragging so we towed her to see if she would start ... yes it is a stick shift. Pulled her along and put on the ignition, slipped her into second and let out the clutch .... nothing. Engine just turnes at it own pace. I pulled the oil pan off and noticed that I can turn the rear balance shaft with my fingers from the bottom ???
I know the front balance shaft has a pully and belt that goes around the crank .. anyone know what the deal is about the rear one ?
I have a Haynes repair manual that tell me nothing about the rear one.
Any help will be appreciated .... thanks

I have the same problem with the balance shaft on my 92 eclipse turbo...if you find out let me know. My Chilton book doesn't really help with the balance shaft at all, let alone the rear of it.
