1989 suspension problem

I have an 89 signature that I have gone through the suspension on.
It started with a leaky rear strut, I replaced it and the compressor/dryer, I then replaced the relays and picked up an extra mudule.
I removed the rear ride height sensor and by manualy activating it I can raise or lower the front, the problem is the rear does nothing.
I am out of ideas on what it could be, I called the manufacturer and they told me the rear struts could be replaced independantly and are internaly dampened so at this point I'm lost.
Any response would be appreciated.
