im over my expiration date of my 99' honda crv, expired 08/31/05 and today is 09/15/05....so went to get the inspection first they tell ME that i cleared my car system memory because the OBD Status for catalyst, exaporative system, and oxygen sensor was not ready... they tell me i most of cleared it or my battery died! but guess wat as they are "workin on my car" the battery dies and they tell me i need a new battery...BS!!! no i have to pay the $37 for FAILING the test and come back when i have 60 miled on the car so the onboard computer will have info... but isnt there fault the computer doesnt have info because it died cuz of them...they left the door lights and radio on while they wre "workin" on the car...kinda ridiculous right! and i also fail cuz of my WINDSHIELD WIPERS!!! how do u fail cuz of them? they are brand new! replaced in january this year! yeah the new NY state inspection process is BS. Its nothing but headaches for shops and vehicle owners alike. We're failing almost every other vehicle at my shop all for stupid reasons just like you described, computer hasn't run all its test yet or something dumb. meanwhile you should see all the things you have to do to get the vehicle to pass all its tests. When we hook up our scan tool it tells you the parameters for the computer to run the tests and let me tell you most drivers in an everyday situation do not drive the way the vehicle needs to be driven to run its tests.

my '93 civic was overdue nys inspection, so i had taken it to the mech. Charged me for the inspection, told me it fails b/c i have some holes in the muffler. alright, so i pay about 100bux to get that replaced, and go for an inspection again. Now, my C/V joints need to be replaced! mech couldn't find that b4? it seems all he did was spot those holes, failed it, and didn't look for anything else! ok, i bought an OEM boot and joint from one of the bronx shops for mad cheap, and went back. the mech took the car in, and kept it for a week straight, and didn't touch it! I had to personally oversee him replacing the joint, and then asked for money for a third inspection! After bringing in the boss and threatening to have the shop sued for delays/inconvenience/unecessary charges, they gave up. (i don't think i would have gone to an attourney though, more hassle and money) bottom line, you're abslutely right, BS!

yeah but your's is a 93 so you don't even have to deal with the OBD2 computer emissions BS that we were talking about, you just chose an unreliable shop to do your inspection.

However you are right when doing an inspection he should have noted all failings first then given you you're failure notice stated all that had failed. If you have the first failure slip stating that the only reason that it failed was due to the muffler and nothing else, one must assume that the c/v joints were good therefore no reason for another failure once the muffler was fixed.

Inspection machine cost alot of money for shops to buy....they only get $37 for each inspection.....alot of shops try to make the money back faster by telling you you need BS repairs...When i had mine inspected he told me it failed because of a right rear marker light was out and my front brake pads were too worn....to pass the car he told me it was going to be $200....$170 for the brakes and $30 for the marker light...i argued with the guy and told him brakes were recently done, and told him i would pay for him to do it, but i wanted my old pads back and would have them checked...he then agreed to do the marker light for $10 and pass the car...CROOKS!

the newer machine was 1250 about I believe.

And as far as failing a car for brakes... well heres some info for you. Unless the metal rivets are actually cutting into the rotor/drum a car cannot fail due to low brake pads. So as far as a mechanic saying that they are too low to pass inspection well thats BS because technically they are still functioning brake pads as long as there is ANY pad material left on them and they are not harming any other brake components.

Same thing with your crv failed my 02 blazer extreme last year. They wanted to charge me $60 an hour to "investigate" the problem and do any repairs needed. I told them BS there is nothing wrong with the exhaust and you guys are trying to rip me off then the most dreaded words came out of my mouth "let me speak to your manager!" He comes out and after talking with the tech that did my car asks me if i've had the battery disconected recently. "Yep, just replaced it about a month ago" well that could be the reason for your problem, so if you come back tommorow i can have our other tech run the tests. "how much?" $60 a hour. "Give me the goddamned sheet on what the process for reseting the computer is!" We're not supposed to do that. "Well either give it to me or I'm calling the Better Buisness Bureau right now and telling them how you are trying to rip me off!" They gave me the steps, I did it then went to a different shop the next day but had to pay an additional $13 for the emissions test ontop of the $13 I had allready paid at the other shop. I hate this new law it's complete BS. Better not have to deal with this crap because my inspection is up in November. GRRRR! Peace-

thanks for info Knorwj...Inspection and alignment is a few of the things that i cant do , and need to bring out. Alot of shops try to BS, and i think about 90% of people get screwed...Is it really $1250 for the new machines?....i asked one guy at a local shop and he told me it was like $70,000....i guess more BS.... im sure when alot of people go into these shops they are veiwed as a meal ticket with an open bank account.

Yeah 70,000 sounds like BS to me. The new machine is just a Dell computer that runs a specific program rather than windows or something. It has a OBD2 plug in thing and a scan tool that both plug into a USB plug behind the computer. The scan tool is used to scan the bar code on either the registration sticker or registration. This enters the vehicle info into the computer program. Then the OBD2 plug is plugged in and it reads the cars computer and asks you some saftey inspection questions (the plug has a little controller attaches with a Y/N button for entering answers) Anyway then after everything is said and done the program says pass/fail and prints out a sheet from a HP printer that comes with it. Definitley not 70,000 dollar equipment.

Around the time that the new inspection program was to be implemented, some shops in our area were paying around $1800 for the system, then you have to add a dedicated phone line, etc. A lot of shops stopped doing inspections because of these costs and regulations, (mostly the small independant shops.) Just another way NY sticks it to the small business owner in increased fees, taxes, regulations, etc. Don't get me started on the new increased fees that the DMV imposes on residents for registrations for certain vehicles, and other increased fees for items such as titles. And Govenor Pataki is considering a run for President in '08? Heaven help us all.

In NYS according to inspectors handbook, if pads are lower than 1/32, they do fail
