I recently took my 86 Cherokee to get DEQ'd and it failed to high CO Readings. Standards I guess are 1.00 and I was doing like 1.28 at Idle and 1.45 at 2500 RPM
Next to taking it to an shop and paying a fortune to have it checked out can anyone give me some pointers on what I could do to lower this level.
Would putting new plugs in and a new air filter in help since there was no air filter in it lol.

That would have failed here in CA. just because it had no air filter. My advice is to change the oil and filter(old oil traps some unburned fuel in it and that can throw the readings higher), put in a new air filter, change the plugs (wires, cap and rotor too if needed), and make sure the gas tank is full (to avoid extra fumes in the canister). You might also want to consider changing the O2 sensor if it has been more than 10K miles since the last time. By the way I just had my 89XJ (4.0L, automatic, 167K miles) checked for its two-year mandatory after doing all of the above and it got 0.00 at idle and 0.06 at 2458 rpm (1.00 allowed for both) .

CO indicates a rich mixture and can also be high due to buring oil. Follow mrbill3's advice and if you still fail, you will need to look into why it is running rich.

any of you know of a site where I can look at a view of the carb so I can see which screws to turn to adjust it?

Well thx but they didnt have my Motor I have the 2.8L V6
I changed out the plugs and it went down just not enough lol.
Before
Idle 1.41
2500 1.27
Now
Idle 1.26
2500 1.00
The 2500 is fine but 1.0 is the highest which is why I figured adjusting the carb down might help a little as well. My Idle is at 970 RPM would dropping it down help any?
