My driver's side window doesnt work. Well it does but, it doesnt. Let me explain. I can bring the window down but, I can only bring the window up with a charge IE the battery. Does anyone know what this could be? Could it be the actuator, the motor, the switch itself? Any help would be appreciated.

I had the exact same problem when I first got my used 97 a few weeks ago. Everything seemed to test fine with the up/down on all windows with exception of the driver's up. The others would show ~12V at the motors, but the drivers up would show ~3.5V and slowly increase.

I was guessing that it was the switch's circuitry that was somehow fried and was all set to try to find a used one off of eBay or a junkyard. It wasn't a high priority as just getting the car ready to be a daily driver, so I put off getting the switch in lieu of some other things.

After I fixed a few other things, I went to start it and all you could hear was some clicking sounds, gauges twitching, etc...typical low battery symptoms. Since it had been a week since I had started it and I had been using the battery regularly, I figured I had just drained it. Tossed it on the charger overnight and first noticed that the intial current draw was nil. Still kept it on overnight and the next day no change.

To make a too long post short, it ended up that my battery was shot. Replaced the battery and all my windows worked correctly.

What battery was shot. The car battery?

It's not my car battery though. It wasn't my car battery at first either, or so I thought. I had driven it several times before I started looking into the windows and never had a battery related issue. I had put the convertible top and other window down multiple times as well in addition to working on the wipers over the course of a week while doing various things to fix up the car. Always without an electrical issue. It was only when my battery needed a boost as it wouldn't start the car did I discover the battery would hold a ~9V charge but wouldn't hold any more. Replacing the battery fixed it in my case.
