Fluctuating Idle???

I recently noticed that when i'm cruising to a stop in neutral, there's a noise coming from the engine bay that sounds like something is speeding up and slowing down. this only happens when I'm applying the brakes though. Which is bizare because they are fine. It sounds kind of like a whirling sound almost. I can't figure out what they hell it is. HELP!!!
