i have noticed the same thing in my 98 ex.
there probably just isnt enough pressure or somthing.
typically only have to turn the key twice to get her running though.

i'm kinda having the same trouble with my car. my 99 si has 64k and after my buddy's and i started looking we found that it is more than likely the fuel filter. but i won't know till payday whether or not.
you might want to replace yours to.

i just replaced mine and put fuel injector cleaner in.
if i can remember i will tell you if i see any difference in about two weeks.

I do, too, but don't know how old the spark plugs are. Not really a problem, just a little bit annoying. Just turn the key for a few seconds more than a warm start and it turns over.

new (used) civic owner here.
I have the same problem. at first i thought the spark plugs i just installed (Denso double platinum) were the problem. i installed the spark plusg when i had 1/4 tank of gas.
I filled up the tank and it's back to starting on the 2nd or 3rd turn of the motor.

Mine (98 lx) does the same thing when it's under a quarter. I have a problem when the gas guage shows under a quarter anyway. It goes up and down like crazy and when the needle is below the red I still have at least 3 gallons. I've never even been able to get the gas light to come on before I chicken out! I just drive it 350 miles and then I fill up. In the winter I keep it at least 1/3 full because the cold makes it worse...especially here in Mass.

all cars have trouble starting when they're under a quarter tank in the cold. More water condenses in a low tank, and espically in your fuel lines and fouls your fuel. Just start filling up when you're at a half tank or more.

its not the cold start thats the problem its when im at a quarter of a tank and ive been driving for a few minutes. the car will start to shudder, then die. i replaced the fuel filter and the spark plugs and the wires. it feels like its the filter on my fuel pump. this is my third civic and my 8th honda. ive never had this problem in any of my cars. not even the ones i race with.

Wont start when its cold i have to hold the key and pump the gas for it to start after that ir runs like poo i have to disconct the battery and but it back on and it runs i got no clue what it is
