Looks like its been burned out.

If it was like $10, id buy it. Id take any tires that are ok and use them on my car for a smokeshow. Then sell the metal to a scrapmetal recycler.

Either that, or just fix it up enough just to get it running, then take it for a drive. That would be hilarious, atleast until the cops saw me :D
