High Beam/ Low beam

Does anyone know how the pushrod works for the high/low beam headlights? I have an 86k5 blazer and when I pull back on the turnsignal arm it does not change between the high/low beam. I have taken apart the steering column and I can seem to figure out how the pushrod is supposed to connect to the turnsignal arm.
