Web site design help

I'm making a web site for the band I'm in, and I've run into a problem with what I want to do. I made some tables that will be centered in the screen and shouldn't require any scrolling (the way I tried to design it). But I want to be able to have the center table scroll down. Here is what I'm talking about: http://img.photobucket.com/albums/v473/CivicSpoon/Site.jpg
I want the the part that is squared off with the yellow lines to be able to scroll, but not the rest of the page. The reason is that I want to put a picture of the entire band, directly above all the text. If I do it as it is now the tables will expand, and I don't want that. I'm using an old version of Dreamweaver to make the site, if that helps any (doubt it will). I think I also have an old version of FrontPage, which I believe had a "plug-in" to make this happen without writing any code. As you can tell, I have no HTML skills so I don't have a clue how to code this on my own.
So I'm wondering if anyone could help me on how to do this, like a tutorial or even tell me what to search for (tried a google search but clearly I didn't search for the correct thing). Any help is greatly appreciated. If all else fails I'll load up frontpage of ask my brother if he can code it up for me.
