Rust Repair

Hi All,
I recently picked up a Wrangler from the Northeast and had it shipped down here to GA. Unfortunately the winters have taken a toll on it and I need some advise. The good thing is that the rust is isolated to the drivers side floor board and side panel. By side panel I mean the area right behind the fender near the bottom.
I was looking around the web and found that JC Whitney has replacement panels for both area. They are made of 19 guage cold rolled steel.
Does anyone have any suggestions on how I should qualify someone to weld these in. I am assuming that if it is done incorrectly then there was no sense in doing it in the first place.
Even better if anyone knows of someone in the Atlanta GA area that is qualified I would appreciate it.

Any competent body shop, I'd think, would be able to do good work. Just make sure to get some sort of warranty for their work.

I got rust on the windshield surround, gotta fix that up. Thinking just doing a Rhino Lining type deal when I do the interior.
