91 Lumina runs better with EGR valve disconnected

I've run my Lumina for 4 yrs. with the EGR valve disconnected. I recently moved to Cary, NC and I had a problem getting it inspected even though the numbers were good. He said he won't pass it next time without the EGR connected.

Chances are, you probably have the motorpack being commanded to full open due to a short (most likely internal to the valve), thus allowing a full shot of exhaust into the intake charge. Check wiring regardless, grab a new valve, and slap it on. Ought to work out for you.

Can't be in the valve, it's new. I do believe that I am getting a command to full open. I'll check to see what kind of reading I get. It may be a while. I have other cars to work on first. I will be tracing my wiring. I wonder if the route is on the schematic in the Haynes manual. Thanks.
