making dull 2D based work look better...PS?

Hi guys, I have ben working with MSPaint and pen and ink for a while, but I have yet to use photoshop. I totally missed the boat, but want to start using it soon, considering all the amazing stuff people get done on that program.
I didnt want to do a double thread, so here is the one I posted in the sketching forum:

My question is, is there a way PS can make dull 2D drawing, such as the ones I've done in that link, come....alive...for lack of a better word? Make a 2D side seem 3D using colors and shadows, etc?
This has probably been discussed a zillion times before, but I could find any specific threads on this. Thanks for your help.
