Is dome light wire 12v ?

I just had a sun roof installed and I have a extra wire there from removing the dome light,

I think it's 12v 7.5 amp but i'm not sure.

Also, I am not sure about which of the two is hot, and which is ground.

Yes 12v green/red (-) I know thats at the dash fuse relay.
