Ecm B Blows On Start

O.K., did a search and I know others have had this problem and it would be nice to see responses/ideas for fixing this consolidated into one thread so I can try them all. I have a 1995 Astro AWD 4.3 LT that was working fine, shifted into reverse and the ecm b fuse (fuel pump) blew, killing the van. Changed fuse and it popped as I turned the key. After about 30 mins or so, tried again and it started, ran a couple of minutes and drove about 25 ft., put it into park and it idled a minute, shifted into reverse and it blew again. Changed the ground wire fitting and bolt (it was pretty rusty) for the fuel pump wiring harness and changed the Prom (?) chip in the ecm cause I already had it as it came with the van when I bought it used. Fuse still blows, I'm going to check the infamous fuse link behind the battery and re-check wiring for bare spots, any other suggestions? Oh, and I checked the fuse terminals under the dash with a voltmeter and the ecm b reads 10-11 volts and overloads if I check it with the amp setting so I know that it's drawing waaay too much current, this happens with the fuel pump wiring harness disconnected or connected so I don't think the fuel pump is what is drawing the excess voltage but?? Anyway, thanks in advance for any help.

Check the wires back near the gas tank that run to the fuel pump as well. My guess is your problem is back there...
