When wheels are turned fairly tight, get a whining-whistling noise...any idea what is causing?

Sounds like power steering system. Check fluid level in power steering reservior for correct level.

OK, this may sound ridiculous but I can't locate the power steering fluid reservior! Any suggestions

Locate the alternator on right side of engine, follow the accessory belt towards the firewall, you'll see the power steering pump & reservior. Ensure car is on level surface then remove cap on reservior to check level. The cap has an indexed dipstick integrated on to it with level marks for the fluid level. Hope this helps.
