Keyless Entry (Key Fob) wont reprogram (Cant erase previous ID Codes)

Howdy
I just got a nice keyless entry fob for my 1997 j30. I tried to follow the instructions but after inserting and removing the key from the ignition the requisite amount of times, the car does not flash the hazards, and the fob wont be repogrammed.

Can anyone offer advice? Why wont the car flash the hazards after the insertion process?
