2000 Lancer mx emission problem

Hi, I've never posted to a forum before but I'm hoping someone can help me, I have just bought a 00 Lancer mx with an induction kit and a four branch manifold, it has 60k on it but its emissions are insanely high,my question is, what could cause this?is it a case of replacing the exhaust,or the ecu, or the car? the high idle is reading .71 on CO2 levels.
