idle speed 95 Taurus

I have a 95 Tarus 3.0 L
The idle speed is high. 1000-1200 rpm with or with out the vehicle in drive. I have just replaced the throttle air bypass valve due to erratic idle and stalling when cold. This part soved that problem but now have high idle. I have taken out the adjustment screw so that is not the problem.
