auto tranny not shifting

i have an 89 cherokee with a 4.0l. and the automatic tranny is not down shifting. i have no passing gear at all. once im at highway speeds the engine is reving to high. up around 2500 rpm. on a flat. start to go up a hill and then it goes up to 3000 rpm. but i dont really gain any speed. just had the engine rebuilt. so i know it not lack of power. any thoughts why the tranny is acting like this?

Maybe the Throttle Cable (between Tranny & Throttle - used for kickdown I believe) needs to be adjusted.
If it is the same as my 92 Cherokee, you will see a cable coming over the engine to the throttle. If you have cruise control, it is right next to the throttle cable for the cruise.
You should be able to adjust it according the the procedure here (http://www.autozone.com/servlet/UiBroker?ForwardPage=/az/cds/en_us/0900823d/80/15/40/6a/0900823d8015406a.jsp) (toward the bottom of the page).
If that doesn't work, I would check the Throttle Position Sensor next.

yes it does. ive already replaced the t.p.s. the tranny just doesnt seem to wanna lock up in top gear. the t.v cablecould be out of adjustment. also the comfort and power button on the dash doesnt seem to work. meaning it doesnt light up, and there is no change when u switch it from power to comfort.

Obvious question, but how's the transmission fluid level?

Assuming it all worked before the rebuild, I'd check the various harnesses and connectors to make sure nothing got damaged.
What speed are you running at 2500RPM? Are you on cruise control when the rpm's go to 3000? What about slower speeds, say 1500 rpm?
On my '88 (4.0l, auto), 2500 rpms is over 70 mph! If on cruise, going up a small hill does the same thing with no downshift. I have to floor it to get it to downshift. However, there is a clear difference between Power and Comfort and the light works too.
