Ram diesel acting weird

My 1997 dodge diesel has the following symptoms.
Sometime will not start ( justs clicks). After several tries ( maybe 3 to 10) it will go. Also it will sometimes after starting, make this whining, grinding sound and at the same time will not shut off. IT will continue to make this noise for several minutes and then it will stop and I can again shut off the truck. ANy thoughts?

the clicking while starting sounds like a bad starter solenoid. The other sound, not sure, do you have ABS?
