Right Front Tire Wobbles

We have a 1994 Dodge Caravan. The right front wheel feels like it's going to fall off when driving and the steering wheel also jerks (pulses )to the right.
I've rotated the tires and the problem is still there. I have also inspected the CV boots and both are not cracked or torn.
With the tire off, I put the car in drive and can see some play in the half shaft (like it's warped). With the engine off and in neutral, I can push the shaft up and down on the transmission side, but not on the tire side.
So..
CV Joints? (seems unlikely as the boots are fine)
Half Shaft?
Wheel Berings?
Transmission Berings?
The van has almost 99,000 miles on it.

are you sure its not a warped rotor on the brakes? Does it pull to one side when you put the brakes on or all the time?

It does it all the time. I took the rotor off and ran it in drive up on jack stands and can still see the shaft wobble.
