strut tower bar install help

I bought an upper strut tower bar for my spyder. It seems whatever mods I do to my car I run into problems. It's either a case of me sucking or the sites that sell me the parts lying.
So it's a megans racing strut tower bar. First I couldnt' find how hard to torque the bolts down I deteremined it was 60 ft/lbs by seeing where the others would release at. If im wrong correct this...
Anyway upon putting it in place. I notices 2 things. First it's not sitting flush the top of my strut towers have little bumps in all around. Where the bolts sit is in the depressed part. Is this normal? Should I put washers on the back behind the bar? so that it's flush with the tower. It seems bad to leave play in there..
Second the studs aren't nearly long enough. With the bar on I can only tighten them about 2 threads down. Did I do something wrong or do I have to reaplce something else to use this?

With mine, (not the same kind), there were the little bumps too. I just tightened it until the base of the strut bar actually bend and took shape. No play now.
2 threads down should be ok. As long as you can't move any part of it, it should be ok. No play anywhere, and no loose pieces anywhere. That's all that matters.
