1995 Yukon turn signal problem

Would removing the speedometer/inst. cluster cause the turn signals not to work properly.My hazards will flash but my turn signals won't.

if u have a trailer hitch, theres a ground fault in your trailer lights wire, i had the same problem. i disconnected the lines.
