How to adjust the idle?

I have an 89 Plymouth Horizon and I need to know how to adjust the idle, the idle is way too low. Someone adjusted it when I went to have a smog check... if anyone knows where to get free diagrams or can explain the location of what I need to adjust... it would be greatly appreciated.
